As one of the first SCAPE regional frameworks to launch, empa delivered value for the public sector across the East Midlands.

SCAPE’s East Midlands Property Alliance (empa) (Minor Works) framework and East Midlands Property Alliance (Intermediate Projects) framework were launched in 2009 to support public sector clients across the region, enhancing project delivery, driving innovation, and maximising social value.

With a value band ranging from £10k to £2m, nine contractors were appointed to the minor works framework, including G F Tomlinson, Robert Woodhead, Herbert Baggaley Construction, Morgan Ashurst (now Morgan Sindall), Ashe Construction, Interserve, Langwith Builders, Mansell Construction Services, Lindum Group, J Tomlinson and Jeakins Weir.

The immediate projects framework, with a value banding of £2m to £7.5m, appointed three contractors: Kier, Wates Construction and Willmott Dixon Construction.

Over a 12-year period, the empa frameworks evolved through three generations. In 2018, empa was replaced with the SCAPE Regional Construction framework.
