Windle Island was one of Merseyside’s busiest roads, exceeding capacity and causing significant congestion. Through the SCAPE Civil Engineering framework, St Helens Borough Council engaged with Balfour Beatty to deliver major upgrades worth £7m to improve journeys for thousands of road users by cutting congestion and enhancing safety.
This collaborative approach and flexible contract model enabled the project to be completed 10 weeks ahead of schedule, while also delivering valuable and lasting benefits for the local community.
